In accordance with the rule that "adjectives of quantity precede their noun," my daughter answered the subject exercise as follows:

Discipulus parvam tabellam portat.

The Teacher Manual gives this answer: Discipulus tabellam parvam portat.

Are we missing something or is the manual in error?

Your daughter's answer is correct. It's probably just a typo error in the key.
