In Exercise B2, we are asked to translate "The citizens are always looking at the birds." The correct answer was "Cives aves semper spectabant." I had translated it as "Cives semper aves spectabant."
Is there a rule of thumb as to adverb placement?

Yes. The adverb is usually placed immediately before the word it modifies.

My LC II Teacher's Manual 3rd edition Chapter V, page 24 states: "Adjective of quantity (size, how many, etc.) precede their nouns. Adjectives of quality (good, new, etc.) follow their nouns. "Since the word “always” is an adjective of quantity, semper precedes the noun. Thus, the answer is, “Cives aves semper spectabant.”
