Pronouncing the "C"

I have a small pronunciation problem. The teacher's manual for LCI gives a few clues for pronunciation, and states that the letter "C" is pronounced as "ch" when it comes before the letters "ae". This worked fine for caelum, but when we got to Caesar, the CD gave a pronunciation of "Say-czar" rather than "Chay-czar". Does Latin also have exceptions to rules, just as English does?
Also, when I first began LCI, I attempted to find a more complete pronunciation guide, and found one on-line. However, even though it is also ecclesiastical Latin, the rules are somewhat different than what is in the LCI manual. Is there more than one way to pronounce ecclesiastical Latin?

In ecclesiastical Latin c is pronounced "ch" whenever it comes before e, i, y, oe, ae; thus, Caesar is pronounced "chay-sar."
