Here is the question for translation: Who is seizing foreign harbors and cities?

The correct answer is "Quis portus et urbes alienas occupat?"

I answered "alienos," thinking that "foreign" modified "harbors" (masculine), rather than "cities" (feminine).

Is there a rule as to which noun should be modified?

I'll do to you what I do with my students: answer a question with a question (they learn the answer better this way). What does Rule 478 in the grammar book say?
